The transaction value in procurement is very high and the procedures went through complex, manual and backdated processes. Resulting in huge waste of time, efforts and costs in procurement process. Considering the large volume of transactions -approximately 9,000 contracts last year, valued at AED 5 billion, with 30,000 suppliers participating in tenders.
The need of this project came from highlighting crucial dilemma in executing procurement, analyzing, evaluating bids and issue service contracts through transforming manual works to best-adopted technology and systems in order to increase productivities in completing contracts on a daily basis as much as they can and to contribute to support and achieve UAE strategy for the Fourth Industrial Revolution which aims to strengthen the UAE's position as a global hub for the Fourth Industrial Revolution through learning, adopting and deploying best practices from contractual point of view and increase contribution to the national economy by means of advancing innovation and future technologies.
The main aim was to reduce procurement cycle from 210 to an average of 45 days using reengineering approach and utilizing innovative and digitalized technologies. Likewise, stakeholders - Suppliers, business units, contract officers, finance departments etc - overall satisfaction rate was low (65%).
The project was planned and implemented using international methodology known as TRADE. Which is a combination of project management, design thinking concepts and acquiring benchmarking practices, it has a detailed steps from the initial of the projects till the closure.
Through following TRADE stages we are able to capture the outcomes of each stages as following:
• In TOR Stage, drivers of the practice, team, scope, risk and benefits etc8 were defined.
• In Review Stage, we reviewed current situation using different studies and analysis to highlight the focus area .
• Acquire Stage, we completed the process of benchmarking with the selected partners.
• In Deploy Stage, we prioritized the acquired ideas, approved them and set action plan and implemented them with the engagement of stakeholders
• Evaluate Stage, we evaluated the implementation outcomes via measuring the related KPIs and cost analysis
